procedure. The Owner will first eliminate from consideration all proposers who are not
“responsive” and “responsible”. The Owner will deem all remaining proposers to be reasonably
susceptible of being selected for award, and may give such proposers an opportunity to
participate in discussions and revisions of their proposals (including the terms and conditions of the Contract), in order to obtain their best and final offers; provided that the Owner reserves the option to select the successful remaining proposers from the submittals without engaging in such discussions, negotiations and revisions. Evaluation Factors: The RFP contains certain “Evaluation Factors”, as well as related weighting
indicating the relative importance of the Evaluation Factors, The Owner may assign to each
proposal up to the maximum number of points indicated for each Evaluation Factor based upon a Scoring Matrix (which is available for review), relying on its review of each proposer’s proposal, and will then multiply each respective number of points by the weight specified for the respective Evaluation Factor. Subject to its right to reject such proposal, the Owner will then make an award to the responsible and responsive proposer whose proposal is determined in writing to be the most advantageous to the Owner, taking into consideration these Evaluation Factors; i.e., the top scoring proposal. The Evaluation Factors shall be the basis on which the award decision is made. The Owner’s contract file shall indicate the basis on which the award is made.
